ENOLLA INSIGHTS | MANAGER CAPABILITY
Measure the behaviour, not just attendance

Why training completion is not enough
A completion report tells you who attended a programme. It does not tell you whether managers make better decisions, give clearer feedback or develop their teams more effectively. For HR and L&D leaders, the question is not simply whether learning happened, but whether it changed everyday management practice.
Define the capabilities that matter
Start with the behaviours that influence performance in your organisation: setting priorities, coaching, delegation, feedback, difficult conversations, accountability and resilience. Define what effective practice looks like in observable terms, and link each capability to a business problem.
Establish a baseline
Use a focused manager assessment, supported where appropriate by team feedback, manager observations and existing people data. Avoid treating self-assessment alone as objective proof. Segment results by management level or business unit where sample sizes and privacy permit.
Measure application, not just knowledge
Look for evidence that managers are applying new behaviours. Useful indicators include the quality and timeliness of feedback, whether decisions are made at the right level, team clarity on priorities, and how consistently managers hold constructive performance conversations. Use a small set of indicators rather than creating a burdensome reporting process.
Connect capability to business outcomes
Depending on the original problem, consider retention, internal mobility, avoidable escalations, delivery delays and employee experience. Compare results with a credible baseline and acknowledge that changes may have multiple causes. Do not attribute every improvement to training.
Reassess and reinforce
Capability development is continuous. Revisit the assessment quarterly, provide practical support between formal learning sessions and adapt development priorities as the evidence changes.
